The Old Testament is an imperfect revelation. This is why it was so important for Jesus to come to fulfill the cloudy vision of the past, reinstating the complete picture of God's love.
Here's what Hosea got right: The Hebrews had fallen into idolatry, chasing pagan gods who demanded infant sacrifice and temple prostitution. That's about as clear a rejection of the Creator as it gets. There are terrible consequences for rejecting God.
Here's what Hosea got wrong: We are punished here on earth by the natural consequences of our sins. For example, a people that offers babies for human sacrifice will have an empty home, and no one will help them as they age. They will have little motivation to build their homes or their nations, and they will be vulnerable to attack.
A modern parallel is that when women abort their babies, they interrupt bodily changes that include the preparation for nursing, making them more vulnerable to breast cancer.
The consequences that God brings are infinitely greater--eternal happiness with him or eternal misery without him--but he gives us the grace to choose him as well as the freedom to reject him.
