Can't catch any trout =(?
We have gone out fishing 4 days in the last week and have yet to even get a bite. Tonight was the most ridiculous yet, we saw 30-40 fish surface/jump as close as 10-30 feet from us yet none of them would take our bait. Here is our setup:
Area: eddies/ ripples in a very fast moving river
Technique: using a bobber 1ft above a weight, which is 1ft from floating bait
Bait: fly with power bait + garlic (also tried a lure that looked like a minnow)
What are we doing wrong?
Should I even be using a bobber if the current just pulls it down the river (the weight isn't even touching the ground). Does the bobber scare the fish at such a quick moving pace?
ANY and ALL suggestions would be very helpful. Ive only fished about 15 times in my life so there is plenty of comments out there I would be more then happy to learn from.

How big is the bobber you are using? The fish you are seeing are focusing on surface food so their attention is obviously on the surface of the water. You could be correct, the bobber could be spooking them.
Given the type of water you are describing, I would scrap the bobber completely. I would use some split shot about 2 feet above the hook. Start with a single split shot and add them as needed get your bait down. With fast moving water you might need a few. Your rig will have a much smaller profile and not spook the fish so much.
If you are determined to use a bobber, you should use the smallest one possible. A slim stick float in a wood color looks a lot more natural in the water than a 1" red/white or orange/yellow plastic float.
redpandas also makes a good suggestion. Try using some live meal worms with the same setup I described. They are not messy, easy to put on the hook and trout love them. You can pick them up cheap in the fish section of any of the major pet stores and you can store any you have left over in your fridge for the next time you go out.
